importing libraries not working 2.6.4

I used the x86 Python 2.6.4 installer. I am working in x64 Win7 pro.

I have tried adjusting environment variables as well as putting the
files directly in the search path of Python.. Python still returns
this.. Any ideas?

Traceback (most recent call last):
  File "<pyshell#4>", line 1, in <module>
    import cv
ImportError: DLL load failed: The specified module could not be found.


Any help would be greatly appreciated.
