Parse the string and re-create the dictionary.

>>> s = "{'a':'1','b':'2'}"
>>> ds = {}
>>> for i in s.strip('{}').split(','):
...     key, val = i.split(':')
...     ds[key.strip("'")] = val.strip("'")
...

{'a': '1', 'b': '2'}
