Apart from the "obvious" and rather discouraged
>>> list(eval("'AAR','ABZ','AGA','AHO'"))
['AAR', 'ABZ', 'AGA', 'AHO']

you may try e.g.:

>>> [item[1:-1] for item in "'AAR','ABZ','AGA','AHO'".split(",")]
['AAR', 'ABZ', 'AGA', 'AHO']
