import string

def FormatTime(time):
  '''Converts an HHMMSS string to HH:MM:SS format.'''

  timeString = "%06d" % (time, )  #converts the num to string

  return timeString[:2] + ":" + timeString[2:4] + ":" +
timeString[4:];

this works
