The program may be free software, but the video is not.

The option of properly re-encoding the video is only available for
those who have free access to the "source", i.e. the original video in
lossless format. Since (according to Stani) the video is only
available to him in non-free, lossy Flash or Quicktime, that qualifies
as neither of "free access" nor "lossless format".

The originator of the video, on the other hand, presumably has both,
and is in a position to re-encode the video in an open and free format
such as Ogg Theora or Ogg Dirac, and make it available to others.
