I did:

  % unzip MySQL_foo_bar.eggs
  % chmod +x MySQL_foo_bar.eggs/_mysql.dll
  % zip -r MySQL_foo_bar.eggs MySQL_foo_bar.eggs

but got the same result.  After trials and errors, I found unzipped
eggs were cached in the $HOME/.python-eggs/ directory!

  % chmod +x ~/.python-eggs/MySQL_foo_bar/_mysql.dll

did the trick and MySQL module was loaded successfully.
