To do this, I suspect you will have to do something to make it 'dirt easy' 
for a library.  Perhaps a subscribe button to get issues and only issues 
sent automatically.  Or perhaps there are electronic journal distributors 
that library work through.  I will try to find and ask the appropriate 
person at UD's library.
