Unexpected behaviour of csv module

Unfortunately the bits I should change are in _csv.c and, as I'm not 
very proficient at C, that wouldn't be a good idea. Anyway, for the 
specific brokenness of my CSV file, the simple workaround from my 
original post is fine.
