The best (and free) are:

Eclipse http://www.eclipse.org/ 
with pydev http://pydev.sourceforge.net/

win32 binary: http://www.quadgames.com/download/pythonqt/

All of them contain cool debugger and a lot of usefull options.

If you want only plain text editor, you can use SciTe, vim, Notepad++ or
whatever.
