[ANN] PyXMPP build for Python 2.3 for Win32

Unofficial binary installer for Pytnon 2.3 of latest SVN snapshot of
PyXMPP is available for download at
http://pywarriors.haa.pl/varia.php#pyxmpp_win32 (the page is in Polish,
but clicking in HTML link is language-independent).

It was build with MinGW against libxml2-2.6.20.
