I complained to blogger about this spammer earlier, and shortly after
receiving the automated "Thanks for your feedback..." message, I got
another message from Blogger support:

> violation.  We will examine it soon and take action as necessary.

So it looks like they are actually pretty quick with this stuff.    I
didn't read their ToS, but it would be surprising if this sort of
behavior didn't violate it...
