NEW MAINTAINER for Pymacs

Merci beaucoup, François; and thank you, Syver, for carrying the
torch! Pymacs is a great tool, and it's excellent to know that
maintenance and development will continue. While it's always a good
mental exercise to (write 'Emacs-extensions (with '(lots of
(funny-punctuation)))), there's no beating Python's clarity; and it's
so-o-o-o nice to have access to the Python library from Emacs.
