Get Special Folders (ie Desktop location)

Use COM:

 >>> from win32com.client import Dispatch
 >>> w = Dispatch('WScript.Shell')
 >>> w.SpecialFolders('Desktop')
u'C:\\Documents and Settings\\Colin\\Desktop'
