Doing the equivalent in bash i get :
$> mv tmp-dir/ tmp-dir/tmp-dir
mv: cannot move `tmp-dir/' to a subdirectory of itself, `tmp-dir/tmp-dir'

Leaning me more toward the bug hypothesis :)
