Well... I haven't used SpecTix either, but Tix is an extension to Tk, 
and Tk is written in Tcl so I would guess the ui file is in Tcl. As to 
how to connect that file to Python I haven't a clue, sorry! (But I have 
a horrible feeling that the SpecTix project may be dead... although I 
could be thinking of SpecTcl...)

You might have better luck with this question on a specialist 
Spec[Tix|Tcl] list.
