PEP 313 is not an (overly) serious proposal.

My point was that Daniel obviously wants this change. However, it would be highly unlikely for Daniel to write up a PEP that contained enough detail for it to be useful for us to point to in the future with the knowledge (not just expectation) that it will be rejected.

OTOH, there's no real motivation for me to write a PEP either, because I'm happy with the status quo.
