"QOTW" = "Quote Of The Week"

+1 is part of a generic "voting system", IIRC first used among Apache
developers:

-1 = Don't do it!
-0 = I don't care, so why bother.
+0 = I don't care, so go ahead if you want.
+1 = Do it!

So "+1 QOTW" means, "this gets my positive vote for quote of the week".
