Yes, it is true that some sort of ACM membership (individual or institutional)
is required in order to access the ACM Digital Library.

Those of you who are interested in the paper that I mentioned can probably get
a copy by sending email to the authors (who are listed on the cited Web page).
Most authors of conference papers are happy to send copies to interested
parties; just ask them :-)!

I won't post the authors' email addresses here, for fear of increasing their
spam load --- but their addresses are easy to find via Google.
