Tkinter: tooltips (Windows)

Pardon me for saying so, but you've been posting a bunch of questions
that a good book can answer.  As far as this question in particular,
take a look at 'Python and Tkinter Programming' by John E. Grayson.  Pmw
contains a widget called balloon, which performs the function you are
seeking.
