Sorted.  I ended up setting the following:

export CC="gcc -mcpu=v9 -m64 -D_LARGEFILE64_SOURCE=1"
export LDFLAGS='-mcpu=v9 -m64'
export LDDFLAGS='-mcpu=v9 -m64 -G'
