I recently found a command-line tool
that will convert PDF files to HTML ....

I've only tried it with a few files,
but the only failure I had was with
a PDF file that I also couldn't copy/paste
from using the Adobe Acrobat reader .... 

Perhaps a Python wrapper for this program 
could suffice along with subsequent HTML to Doc
conversion if needed ....
