How to read this news group in OutLook?

Probably because this is actualy a mailing list, not a newsgroup.

However Gnu Mail & News (www.gmane.org) provides two-directional mapping to
the nntp news protocol, so you are able to read/write it in your favorite
newsreader (including Outlook) using the following site:
nntp://news.gmane.org, list name(s) are slightly different:
comp.lang.python -> gmane.comp.python.general
