If your firewall lets you download MSI files then you can download the
ActiveState distribution from:

http://www.activestate.com/Products/Language_Distributions/

Using the MSI may require you to download an EXE version of the
Microsoft Installer if you don't already have it. You may be able to get
the Microsoft Installer via Windows Update
(http://www.windowsupdate.com) without downloading an EXE.
