Try Canada.  I was book-shopping in Montreal today (don't ask how much I
ended up spending today) and noticed "Dead Air" on the employee
recommendation table at Paragraphe Books <www.paragraphbooks.com>. 

Generally Canada gets the best of both worlds: US books are released
simultaneously in Canada, and many UK books are also available fairly
quickly. There are also bookstores that will order directly from the UK for
you; Paragraphe may offer that, and Nicholas Hoare Books, a small
independent chain with branches in Montreal, Toronto, and Ottawa,
specializes in imports.
