POD vs. reST for standalone writing?

Incidentally, what is the status of reST/docutils wrt the standard lib?  My
understanding was that they were planned for inclusion, but a quick look at
the various "What's new" documents (up to 2.3draft) doesn't show anything. 
Has it fallen behind, or is it just a matter of 'cooking' it a bit more
before inclusion?

Just curious.
