avoid the adding to "Data Sources (ODBC)",use DSN-less Access to Data

Anywhay, to add a DSN , read this article:

To use the WIN32 API you have to install WIN32ALL extensions to Python (as 
free as python and a good idea to have on every windows computer anyway)
