IMO, all attempts to provide localized programming languages have
failed. Usually, they tried to translate keywords, one by one. While
the programming language syntax still somewhat resembles English
grammar, there is no resemblence to the grammar of other languages if
you translate the keywords. So the resulting language feels really
ugly to the native speaker.

OTOH, defining identifiers (and, of course, writing string literals
and comments) should be possible for other languages; people
frequently do so whereever they can.
