That should be enough, for all practical purposes. In theory, you can
have
- additional whitespace, e.g. 
  encoding = "xxxencoding"
- different types of quotes
- linebreaks
- different orders of elements of the XML header (e.g. encoding
  first, then version)

etc. However, those are unlikely to occur in real documents.
