python bibliography manager. Newbie.

Hi all.

I want to start learning toprogramme, however, chosing a language is
the problem. i dont want ot learn VB sinc it changes all the time. I
thought python would eb fine. To learn I want to create a small
database application that I can redistribute royalty free and as
freeware.

I dont need programming help at the mpoment. All I need to know is can
I do this with python:-

Take an endnote refer file or other bibliography data (TSV OVID
Medline etc etc etc) and load the data into a table.

and

Create a GUI for the application.

and 

ODBC link to other apps.

And

create a stand-alone executable.
