Approximately, yes.

Yes, SpamAssassin is run on most of the lists which are served from
mail.python.org.  They had trouble recently with SA's network-based tests
(especially Vipul's Razor), so all tests which require network access have
been disabled.  Otherwise I think this particular item would have been
flagged as spam.

I suspect that once Barry gets Mailman/Spambayes integration working he will
switch to that.
