Install Python in C:\usr\bin

I forgot to mention an important reason why I put this HOWTO here on
c.l.p.  It is because I am sure the HOWTO can be improved a lot upon,
and c.l.p. has the people who can.  Maybe put it on a wiki if you
think it is good enough for a start?
Also I forgot to mention you have to make your cgi script executable
(chmod o+x file.cgi).  But those things are usually described well in
books about python programming.  And you do not have to rename .py to
.cgi, depending on your ISP's CGI setup.
