Service Control

I am not trying to be rude, but did I post this to the wrong list?

I would have expected a reply of some type in one of the 100+ messages
to the list I have received since I sent this one in.

If I posted to the wrong list, can someone suggest an alternative list
for a newbie like myself?

I can't seem to be able to control services using win32serviceutil.

I keep getting

api_error: (1062, 'ControlService', 'The service has not been started.')

Any ideas on where to look? I have googled for a while now and can't
seem to figure it out.
