How to change colors of console window?

On the Win98 system that I use
there seems to be NO Color Options available
on any of the  DOS > Properties  dialogs ...

There is a  Background  button on the DOS menu bar,
but it seems non-functional ...

Are there other  Win/DOS  config settings that affect
the availability of the color options ???
