OE's one is called "Kammquoting" in German, because the quote
characters look like a comb after one additional quote level applied:

not like the Kammqouting (I don't know the English term) that OE
frequently produces.
Btw. there are some free add-ons available that make Outlook Express
behave a lot saner. You can google for "oe quotefix", "morver" and
"korrnews".
But then, what do I know - I almost never used this app :-)
