Buildling PIL on windows

Hello,
    I am trying to build PIL 1.1.3 on windows under python2.2  The setup.py
program is complaining about not being able to  find the include files for
the tk package, specifically tk.h

    I have downloaded and installed the python source distro and found no tk
source files there.  Can somebody point me in the direction of the tk files
?  Also is there a way to build PIL w/o tk support ?
