Kobra 2.2 - .NET Assembly import fixes

Thanks to Christian Muirhead (New Zealand), I have identified and fixed an
import problem in the Assembly loading mechanism.

KOBRA 2.2 has fixes for:
1) Now included a .NET app config file for pythonw.exe as well as python.exe
(So people who reported problems with pythonw.exe should no longer see the
import problem)
2) User DLL import was messed up in 2.1, esp due to the app config file
"feature" added. That has been fixed.

Please report any problems. You can also look at <site-packages>/test.py. (I
know, the location and file name are messy - will fix when have more time)
