Is the vote which we are going to held on this PEP binding?

If so:
    Has there ever been a PEP or a feature proposal on which a formal vote
    was taken to decide whether to accept the PEP or not _before_?

    If so:
        The answer to my question is positive.
    else:
        The answer is negative.
else:
    The answer is negative.
