MWCD10 says:
    3 moot adj (ca. 1587) 1 a : open to question : DEBATABLE b :
    subjected to discussion : DISPUTED 2 : deprived of practical
    significance : made abstract or purely academic

Context suggests that sense 2 is the one intended in the PEP, your
reference notwithstanding.  (And in fact, in my experience sense 1
is very nearly unattested.)
