I find myself quite happy with the pygtk/glade combo. 
I'm much more efficient with glade than with VB building tool. Absolut placement versus auto-sizer....
Anyway, this combo is 
1) working good
2) free as in free beer
3) portable to any place than can get gtk and python AFAIK. 
4) Has a nice look, on all platfomr. You can even get a theme for creating "fake" window widget.
