On PCs, the MAC address is probably what he means, though more than one
NIC in a machine can create problems.

On MS OSes using MS networking, some licence managers appear to rely on
the network host name of a machine (since MS requires that that be unique
in a domain).

Sun hardware has a specific ID in a PROM on the main board which can be
queried.
