HTML email marketing tool

Could someone provide me an HTML email marketing
(mailing list) script that allow me to capture the
prospects' email list from MySQL and send HTML email
through Windows 2000, IIS (Internet Information
Server)? The scripts I can find are either too heavy
or in Unix environment.
