Well, for a quantity that's called "fuel consumption",
it could be argued that volume/distance makes more sense.
A higher value for fuel consumption should mean you use more
fuel, not less!
Also it's more convenient for calculating things
like how much fuel you'll need to travel a certain
distance.
Note that it's usually it's quoted as litres per 100km
rather than litres per km, to get numbers of a reasonable
magnitude.
