Just grab the latest Quixote distribution from
http://www.mems-exchange.org/software/files/quixote/ and extract
fcgi.py; there aren't any dependencies on the rest of Quixote.  Feel
free to make fcgi.py available from somewhere; I don't think we'll
bother to do so.
