My mistake -- I did a locate ht2html and it popped up under tools.
Looking closer now, I find it under a cvs-1.10.6.tar directory from
three years ago, under Release/python/dist/src/Tools.  Even then, no
actual programs.

As to finding it at http://ht2html.sf.net, I didn't find it either first
time through as I didn't look closely enough at the ht2html at SourceForge
to distinguish it from an e-mail address.
