?  There are a couple of senses of the original question 
which might make this easier than first appears.  In any
case, <URL: http://wiki.tcl.tk/justify > has a robust
implementation of full-blown fixed-width justification.
While it's written in Tcl, I don't think it'll present
any problems for Pythoneers.
