DCOracle2 - Can't get cursor.execute to return data when SQL query involves datetimes.

I have figured out the problem.  It turns out the the TZ environment
variable was not set correctly (off by 1 hour).  This caused the
DCOracle2.Timestamp call to return the hour incorreclty.
