memory leak Py_initialize+Py_Finalize???

I call only Py_Initialize() and Py_Finalize() in VC.
Many memory leaks are showed in BoundsChecker.
If I call Py_Inisialize() and Py_Finalize() repeatedly, more memory leaks are made.
Who know if this is the bug of python?
