Festival (http://www.cstr.ed.ac.uk/projects/festival.html or
http://www.festival.org) exports C++ and scheme APIs, but you can also
use an os.system('echo "hello" | festival --tts') to get it speaking.

btw, it runs on UNIX/Linux.
