I think this comes from establishing a good working relationship between
management and developers.  Respecting the developer's opinions is the only
way to establish this relationship.  Not only that, but allowing developers
to take this responsibility will soon reveal those who are not reliable in
this area (and by extension, other areas as well).  There will be setbacks
as these people reveal themselves, but weeding these people out can only
have a positive effect on the overall endeavor.
Obviously this will take time, and the flip side is that developers who
haven't yet established this trust need to be patient.  However if
management isn't willing to delegate some responsibility in this area that
trust can never be established.
