New PEP (281): Loop Counter Iteration with range and xrange

Oh... Oh, well. At least now we'll get the rejection documented (which
is, I guess, part of the PEP process.)

Anyway, I've noticed there are quite a lot of PEPs dealing with the
issue of indexed iteration... I only hope we get some solution, almost
no matter which :)
